No. You do not need to complete any practice hours before attending the RPC-L1 Part A or B course.
The course includes the required practical flight instruction, so you do not need to arrive with prior logged practice in order to take part.
That said, if you already have access to a suitable aircraft and somewhere lawful to fly, some additional practice beforehand can still be useful. It may help you feel more confident and more familiar with the aircraft before the practical training begins.
